As\u00ed lo inform\u00f3 la gobernadora <strong>Libia Dennise Garc\u00eda Mu\u00f1oz Ledo<\/strong>, luego de que el Congreso del Estado aprobara el decreto que incorpora este derecho en el art\u00edculo primero de la Constituci\u00f3n local.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En un mensaje p\u00fablico, la mandataria destac\u00f3 que los animales deben ser reconocidos como seres sintientes y no \u00fanicamente como mascotas o bienes materiales, subrayando que el respeto hacia ellos forma parte de una convivencia social m\u00e1s responsable.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"794\" height=\"537\" src=\"https:\/\/elotroenfoque.mx\/wp-content\/uploads\/2026\/01\/libia-lanza-en-madrid-la-nueva-marca-guanajuato-2.jpg\" alt=\"\" class=\"wp-image-176369\" srcset=\"https:\/\/elotroenfoque.mx\/wp-content\/uploads\/2026\/01\/libia-lanza-en-madrid-la-nueva-marca-guanajuato-2.jpg 794w, https:\/\/elotroenfoque.mx\/wp-content\/uploads\/2026\/01\/libia-lanza-en-madrid-la-nueva-marca-guanajuato-2-300x203.jpg 300w, https:\/\/elotroenfoque.mx\/wp-content\/uploads\/2026\/01\/libia-lanza-en-madrid-la-nueva-marca-guanajuato-2-768x519.jpg 768w\" sizes=\"auto, (max-width: 794px) 100vw, 794px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Con esta modificaci\u00f3n constitucional, el Gobierno del Estado y los 46 municipios de Guanajuato asumen la obligaci\u00f3n de garantizar la protecci\u00f3n, el cuidado, la conservaci\u00f3n y el bienestar de los animales. Esto implica que las pol\u00edticas p\u00fablicas, reglamentos y normativas locales deber\u00e1n armonizarse con el nuevo criterio legal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La reforma eleva el bienestar animal a uno de los niveles m\u00e1s altos del orden jur\u00eddico estatal, lo que podr\u00eda traducirse en una mayor coordinaci\u00f3n institucional, el fortalecimiento de programas de protecci\u00f3n y un respaldo legal m\u00e1s s\u00f3lido en la prevenci\u00f3n y sanci\u00f3n del maltrato.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tambi\u00e9n lee: <strong><a href=\"https:\/\/elotroenfoque.mx\/index.php\/2026\/02\/17\/congreso-de-peru-destituye-al-presidente-jose-jeri-tras-aprobar-mocion-de-censura\/\">Congreso de Per\u00fa destituye al presidente Jos\u00e9 Jer\u00ed tras aprobar moci\u00f3n de censura<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Durante su posicionamiento, la gobernadora record\u00f3 que el maltrato animal ya est\u00e1 tipificado como delito en Guanajuato, por lo que puede ser castigado conforme a la ley.
